It is commonly believed that substorms are capable of injecting into the magnetosphere energetic electrons with energies up to about 0.4 MeV. Thus the relativistic electrons (few MeV) observed by geosynchronous satellites during geomagnetic storms might be result of multiple stages of acceleration effected by multiple substorms that are closely spaced. The question then becomes whether substorm processes are fundamentally capable of producing relativistic electrons. In order to investigate this question, we have surveyed the relativistic electron data taken by the Medium Energy A (MEA) instrument on the CRRES satellite during the period August, 1990-October, 1991. Intervals of isolated substorms, defined by an associated single peak in the AE index, are selected to look for temporal increases in relativistic electron fluxes. A few events of rapid relativistic electron flux increases (with time scale ~ 1 hr) have been found to be associated with intense isolated substorms. We describe in this paper the observed morphology (flux and drift echo characteristics) and pitch angle distributions of these rapid flux increase events, and discuss their relationships with the associated substorm characterisitics.
