A photoelastically modulated polarimeter (PEMP) was mounted on the 0.72m reflector at the Flower and Cook Observatory (University of Pennsylvania) for more than fifteen years, yielding high-accuracy elliptical polarization measurements. The ``Mark IV'' version of the PEMP has now been completed, and it has been relocated to the USNO Flagstaff Station in order to exploit the larger telescopes, increased transparency, and lower latitude. The PEMP upgrades include remote control of the filtering/analyzing optics and new control/data-reduction software. The authors will employ the PEMP for a number of different programs, including but not limited to long-term polarization variables, interacting binary stars, red giants, and NPOI engineering observations. The PEMP is available to USNOFS staff for their individual interests.
