The neutral hydrogen absorption lines and the ionized helium absorption visible in the spectra of high-redshift QSOs are a unique probe of structure in the universe at epochs intermediate between the earliest density fluctuations seen in the cosmic background radiation and the visible distribution of galaxies today. We will use Far-Ultraviolet Spectroscopic Explorer {FUSE} observations of the line of sight to the QSO HE2347-4342 to investigate the fine-scale structure of the He II absorption from z=2.0-2.88. Coordinated HST/STIS observations of the longer-wavelength UV spectrum will establish the UV continuum level and shape, which is crucial for determining the opacity in the FUSE wavelength range. When combined with existing Keck observations of the H I Ly alpha forest, the FUSE/HST measurements will constrain the mean density of the IGM along with its temperature, ionization state, density and velocity structure. These observations will also shed new light on the source of ionizing radiation in the universe at z=2-3 and allow us to study the evolution of matter and radiation throughout an important epoch when galaxies were forming.
