The measurement of electrostatic charge is fundamental in physics. A new method of performing the measurement, developed in this case for application to spacecraft and employing optical techniques is described. The principles of the instrument, together with the relative advantages compared to existing instrument designs are detailed. Reference is also made to the design and development of an instrument to be flown on a forth coming satellite mission (STRV1a).
