We propose a simple extension of the standard model by adding an SU(2)H horizontal gauge symmetry in the leptonic sector, which leads to a large transition magnetic moment of the electron neutrino while keeping the neutrino mass naturally small. This model can provide a solution, to the solar neutrino puzzle while at the same time avoiding the SN 1987A bound on the neutrino magnetic moment.
