A theoretical study is made of the initial stage of electron-beam injection in active experiments in the ionosphere in the steady-state mode, just prior to the ionization of the neutral particles. The electric potential of the electron-emitting satellite and the size of the space-charge region are related to the value of the injection current at this initial stage. A formula is derived for the electric potential of the satellite in the steady-state model as a function of the initial conditions of the experiment.
