To develop a consistent relativistic theory of motion of celestial bodies, the determination of dynamic effects (from the equations of motion of the bodies) and the calculation of measurable quantities (on the basis of the equations of propagation of light) should be performed in the same coordinate system. The choice of the reference system may be arbitrary. As an illustration, coplanar circular motion of the earth and of an inner planet in the solar gravitational field which is described by an arbitrary parametrized metric in arbitrary quasi-Galilean coordinates is considered. The measurable quantities are round-trip transit times of radar signals and angular distances of the planet from a distant fixed source (quasar) or the sun. These quantities may be expressed only in terms of the initial measured values of any kind, regardless of the coordinate system employed. However, the relativistic corrections to the physically measured quantities depend on the type of the initial measurements. Direct measurements of the angular distances offer some new possibilities of verifying relativistic theories of gravitation.
