In the approximation of geometrical optics, the paper obtains an expression for the refractive attenuation of radio waves for the case when the transmitter and receiver are separated by a distance which is approximately equal to or less than the radius of the planet. Formulas are obtained which can be applied to the study of refraction effects on communication with a spacecraft in a planetary atmosphere and to the investigation of a planetary atmosphere by means of radio occultation. Numerical results are presented on the radar sounding of the Venus surface from earth. The expressions obtained are also applicable to the atmospheres of Jupiter, Saturn and other planets.
