In order to evaluate electrostatic noise generated by auroral electron beams, power flux spectral are found using the linear electrostatic growth rate and compensating for ray refraction perpendicular to the auroral arc. Power flux spectra of whistler and upper hybrid noise are calculated by a graphical algorithm for several ionospheric and beam parameters. Whistler-mode values are compared to VLF-hiss observations showing good agreement. It is found that: (1) in ionospheric regions where the electron plasma frequency exceeds the electron cyclotron frequency, the power flux in the upper hybrid mode may exceed the whistler-mode power flux, (2) quasi-linear and nonlinear processes primarily influence intense arcs, and (3) deep density cavities that radiate electromagnetic kilometric radiation are produced by intense electrostatic noise near the plasma frequency.
