This paper describes the results of observations of plasma ions (between 0.075 and 29 keV) at or near the plasma-sheet/tail-lobe boundary, made during two identical two-dimensional plasma experiments on ISEE 1 and 2. Data for four selected intervals are presented, and ion distributions at the boundary are examined for geomagnetically quiet and disturbed intervals. It is found that the ion beams nearest the edge of the plasma sheet are directed earthward; additional ion beams, directed tailward, are encountered deeper within the plasma sheet, usually resulting in bidirectional or counterstreaming ion distributions. The ion distribution functions for these ion beams indicate that the tailward directed beams are reflected versions of the earthward directed beams, returning after being mirrored in the stronger magnetic field near the earth.
