The effect of a possible variation in Planck's constant (barred h) on the element abundances resulting from nucleosynthesis in the standard hot big-bang cosmology is examined. An axiomatic framework is provided for the laws of physics with barred h no longer a constant but determined by some long-range scalar field that depends in an unspecified manner on the distribution of matter in the universe. The results show that the ratio between the values of barred h during the nucleosynthesis epoch and at the present time must be in the range from about 0.2 to 3 in order to be consistent with current estimates of the primordial helium and deuterium abundances. It is concluded that Planck's constant cannot have changed by more than a factor of a few between the time of nucleosynthesis and the present epoch and that the ubiquity of the observed He-4 abundance supports the hypothesis that the same laws of physics can be applied at widely separated places as well as at earlier times in the universe.
