The fundamental principles of the gravitational lens (GL) effect are reviewed, and its implications for different astrophysical problems are examined. Consideration is given to the detection and characterization of dark matter in the line of sight to QSOs, QSO survey errors caused by GLs and their importance for cosmological models, and the use of GLs for estimating the Hubble constant. The procedures employed in ground-based optical and radio searches for new GLs are discussed in detail and illustrated with graphs of typical data, and the potential value of Hubble Space Telescope observations is indicated.
