The mantle is a narrow boundary layer surrounding the ionospheres of non-magnetic planets (Mars and Venus), in which two types of plasmas, hot solar wind plasma and cold planetary plasma, are mixed. Pick-up and acceleration of ions in the mantle are of the collective nature, well correlated with an intensive lower frequency plasma wave turbulence. One possibility of wave excitation is based on the ion acoustic instability driven by the solar wind electron flow. However, the presence of cold planetary electrons, strongly stabilizes this instability, and it can not serve as a source of the observed lower frequency wave turbulence and ion pick-up. Another possibility for wave excitation is connected with the modified two-stream instability of the counterstreaming ion populations of the mantle. The instability is analyzed in the paper both numerically and analytically. Theoretical calculations of the saturation level of the wave electric field and friction between wind flow and planetary ions, are found to be in a reasonably well agreement with the observations.
