I present the arguments for dark halo matter to consist of stellar remnants, the most innocuous form of which is a population of primordial massive white dwarfs. Several observational tests are described, including the implications of merging into neutron stars of a subset of the white dwarfs that originally underwent tidal capture in photoclusters to form close binaries. Halo neutron stars are born with considerable momentum to form high velocity radio pulsars and an extended isotropic distribution of gamma ray burst sources.
