Ion charges of energetic solar particles were measured and interpreted in order to study their origin, and to understand processes which lead to the heating and acceleration of ions and which play a role in their transport to the earth. Measurements on ions of C, N, O, Ne, Mg, Si, S, and Fe were performed with the ULEZEQ sensor on the ISEE-3 satellite; energy, charge number, and ion charge were separately and independently determined. In order to investigate the influence of nonequilibrium processes on the formation of ion charges, the effect of a suprathermal tail in the electron distribution as well as a time-dependent ionization in the source region plasma were studied; however, the measurements on N, Si, and S could not be explained. During He3-rich periods the average charges of Si and Fe are significantly higher than in a normal solar flare. This is not the case during He(+)-rich events.
