We analyze the hamiltonian dynamics of the gravitational field coupled to a three-index antisymmetric abelian gauge field. This is the simplest model in which the cosmological constant appears as a constant of the motion rather than as a universal constant. A set of boundary conditions is indicated under which the (negative) cosmological constant can be consistently varied in the action. In order for this to be possible, it is necessary to couple the asymptotic O(3, 2) spacetime symmetry with the internal symmetry of the gauge field. In the present formalism, anti-de Sitter spaces with different radii of curvature appear as different states of a unique system and their properties can therefore be compared. In particular, it can be seen that they all have the same ``energy''.
