Measurements of the Halley H2O 1.38 micron band on March 9, 1986, demonstrate that water vapor is ejected in a cone of (40 + or - 10) deg in the sunward direction with a total production rate of (8 + or - 2) times 10 to the 29th power/sec. Water vapor jets are seen up to 1000 to 2000 km. Gas and dust velocities in the observed jet are 0.85 + or - 0.15 and 0.55 + or - 0.05 km/sec, respectively. Measurements of the OH 309 nm band are reproduced by a model which takes into account the position of the instrument inside the coma, the asymmetry of the coma, its finite optical depth, the prompt excitation of the OH(A) state via the photolysis of water vapor, and the saturation effect. Total production rate of OH is also (8 + or - 2) times 10 to the 29th power/sec. The OH parent scale length is 40,000 at 1 AU; the ratio of OH number densities measured in the sunward direction to those in transverse direction equals 2.
