The paper generalizes the kinetic equation describing the propagation of cosmic rays in a random magnetic field whose irregularities move in space with velocities not coinciding with the velocity of the medium. A transition is made to the diffusion approximation, and expressions are obtained for the particle flux in space and for the particle flux in a space of absolute momentum values.
