Herein we describe the design orientation of the WFC3 with respect to the HST vehicle reference frame and define the POS TARG coordinate system for each of the UVIS and IR channels. A future ISR will provide details of the aperture focal plane models. We alert the reader to upcoming ground testing and orientation verification which may result in corrections or updates to the numbers presented in this report. Joe Sullivan of Ball Aerospace, Jennifer Turner-Valle formerly of Ball, and Massimo Stiavelli of STScI provided crucial information used in this ISR.
