A 10 percent enhancement of cosmic-ray intensity in measurements made by ground-based sensors ion September 17-19, 1979 is attributed to a change in the galactic cosmic-ray intensity. ISEE-3 low-energy proton data are cited to show that the enhancement event was not associated with any solar flare. Magnetometer data from the spacecraft indicate that, during the period in question, all components of the interplanetary magnetic field exhibited large amplitude discontinuity-like perturbations. The anomalous ground data are concluded to have been caused by the passage of a directional discontinuity in the cosmic ray intensity.
