X-ray, radio, and optical data are used to construct a comprehensive binary-star model for Cir X-1. According to this model: (1) mass transfer between the massive OB supergiant primary and the compact companion triggers one or more expanding shock fronts near the compact star; (2) these shocks produce the observed radio emission; (3) variable optical emission results from both the changing Roche-lobe surface in the highly eccentric system and degradation of shock-produced X-rays to the optical region by matter overlying the expanding shocks; (4) the X radiation is produced by matter draining out of the accretion disk onto the compact star's surface; (5) the mass transfer occurs near periastron passage and at a rate of 50 billionths to 500 trillionths of a solar mass per orbit; and (6) the variation of the X-ray emission is due to absorption in the primary's stellar wind. Observable effects of this model are predicted.
