A model is proposed in which a plasma tube containing a mix of hot solar wind and cold atmospheric plasma drifts along the boundary layer, inside the magnetopause, and emits hydromagnetic waves along the geomagnetic field. These waves in turn generate geomagnetic pulsations, which are observed near the polar cusps as Intervals of Pulsations with Rising Periods (IPRP) events. The model accounts for (1) the observed frequencies and their dispersion in time,(2) the frequency spread and its variation in time, (3) their duration, (4) the polarization and polarization changes of waves, and (5) the correlation of their starting periods with solar wind pressure.
