Two types of modulation of VLF emission in the upper atmosphere have been observed: that associated with geomagnetic pulsations of corresponding period and that not associated with such pulsations. There appear to be several causes of the second type of modulation. In the present paper, data are examined which indicate that whistlers can be one of these causes. Since the modulation period here is tens of times greater than the repetition period of the whistlers, it is possible that the whistlers stimulate the modulation process.
