The correct method of description of the photoelectron interaction with the ambient ionospheric electrons is considered. This method takes into account the increase of ambient electron energy as a result of the Coulomb collisions with the photoelectrons that is essential for calculation of the electron velocity distribution function in the energy interval 1-6 eV.
