Variations of radar-auroral backscatter and the temporal evolution of the interplanetary sector structure were investigated using auroral radar backscatter data from the Sweden and Britain Radar-Auroral Experiment data base for the period 1981-1989, together with concurrent IMF and solar wind parameters for 1981-1987 and the Kp index since 1932. Results indicate the existence of periodic variations in the backscatter during the declining phase of solar cyle 21; however, this periodicity disappeared at the start of solar cycle 22. It is shown that similar bahavior is exhibited by the Kp spectra for earlier solar cycles. An examination of the IMF, radar backscatter, and solar wind spectra showed that the solar wind momentum density is the dominant parameter in determining the backscatter periodicity.
