The generation of relativistic electrons and positrons in thermal
material surrounding a γ-ray source is examined. This in situ
generation of particles can resolve many of the problems associated with
the quiescent emission from non-thermal radio stars. The most luminous
radio star, Cyg X-3, is used as a paradigm throughout.
