NASA has begun to move aggressively into long-range planning beyond the
Space Shuttle and the Space Station. With regard to a lunar base, a
four-phase scenario is being considered: Phase I - Exploration and base
site selection. Phase II - Scienfific outpost. Phase III - Permanently
inhabited base. Phase IV - Self-supported base.
