We present a set of balance equations that governs the low-frequency dynamics of partially-ionized dusty magnetoplasmas. We address the generation of magnetic fields caused by ion sheared flows taking into account electron-dust collisions and the magnetic flux problem in protostellar clouds. Our numerical simulations indicate that sheared ion flows may play an important role in the generation of magnetic fields, e.g in protostellar objects. Resistive diffusion seems to be fast enough to allow for a gravitational collapse of protostellar clouds only for the case that a major part of the cloud consists of dust grains. Alternatively, the resistive tearing instability that results in faster magnetic dissipation may be regarded as a mechanism in favour of star formation in self-gravitational clouds.
