The integral for determination of the diffusion field velocity in the presence of fluid and local inhomogeneous volume of rocks with anomalous penetration was used with inhomogeneous distribution of electrical conductivity to calculate the surface electric and magnetic fields. Contour plots of these fields show good agreement with observed magnetic field anomalies in Uzbekistan magnetic variations. The calculations made it possible to explain the observed magnetic- and electric-field variations generated by modern tectonic processes in the lithosphere and to select the technique and the network for the permanent magnetic- and electric-field observation to understand fluid flow mechanism in seismically active regions.
