Nowadays interest of Cosmic Ray Community moves to the upper end of cosmic ray energy spectrum. It is very important and interesting area of investigations, especially in the region of Zatcepin-Kuzmin-Greizen cutoff and above. But there are some irregularities at energy region 1016⋇1019 eV and possibly we can't understand the situation here if we would not understand the situation in the 1014⋇1016 eV region. In fact, there are several ambiguities in cosmic ray physics in this energy region. Between them the most important is the problem of sharp bend in Primary Cosmic Ray Energy Spectrum (PCRES) at E ~ 2×1015 eV and the reality of its existence. Possibly this phenomenon is some kind of phantom appearing because of misunderstanding of real processes in high energy interactions. At least some of experimental facts justify this point. Below we will discuss this and some other actual problems.
