An investigation of the time-scale and the redshift-magnitude relation for some steady-state like model-universe in Hoyle's cosmology is carried out on the assumption that the absolute total luminosity L of a standard galaxy is changing with the lapse of time at a definite rate. It is revealed that the L has only to decrease rather slowly for the purpose of reconciling both the time-scale and the redshift-magnitude relation with their empirical ones. We also search to what extent the monotonously decreasing nature of the metric angular diameter θ0 (as a function of the redshift z) for a standard cluster of galaxies can be modified by the resignation of the usual assumption that its linear diameter is constant in time.
