It is shown that the relation between the behavior of energetic particles on a geostationary satellite and observations of the Harang discontinuity in a magnetically conjugate region of the ionosphere depends on the Kp index and the substorm phase. At the preliminary substorm phase, increases of electron fluxes with energies not less than 3 keV are observed simultaneously with the Harang discontinuity at Kp less than 4 and before the observation of this discontinuity at Kp greater than 4.
