The paper describes the calculation of the nonlocal thermal equilibrium CO2 nu3 4.3-micron radiance resulting from emission at altitudes greater than about 50 km with attention to the near-resonant nu-nu coupling between N2 and the CO2 nu3 states, and also the radiative transport altitude coupling in a given nu3 band. Methods for taking quenching and excitation by thermal processes into account are also considered. The approach is considered applicable for any mechanism which produces vibrational excitation of CO2 nu3 or of a certain excited state of nitrogen.
