Results are presented of observations of the solar constant which were obtained with the use of precision absolute pyrheliometers placed in balloons and satellites. An analysis of these results show that the probable value of the solar constant is about 1368 V/sq m, while short-term fluctuations of the solar constant of up to several years do not exceed + or -2 V/sq m (0.3 percent). It is suggested that the long-term variation in the solar constant may be obtained through satellite observations. The physical nature of the variations of the solar constant is connected with the variability of sunspots, solar flares, and solar coronas, which determine the high correlation between the solar constant and various indices of solar activity.
