It is shown that the nonlinear cyclotron-instability theory of the radiation belts can explain the excitation of the nonlinear regime of the of quasi-periodic modulation of the VLF-emission envelope detected at the ground. The analysis is performed on the basis of Magadan measurements of quasi-periodic bursts of VLF emission. The character of the modulation of quasi-periodic fluctuations of the countinuous-VLF-emission envelope is described by a nonlinear periodic function corresponding to a relationship describing the form of the peak-regime envelope of nonlinear oscillations of the magnetospheric resonator. It is concluded that measurements of nonlinear quasi-periodic VLF emissions can be used to assess such magnetospheric parameters as the q of the magnetospheric resonator, the flux density of energetic particles, and the total number of charged particles in flux tubes where VLF-radiation generation occurs.
