An analysis of satellite data for 1961-1977 in magnetically quiet periods shows that the character of the radial variation of the rigidity of the radiation-belt proton spectrum correlates unambiguously with the form of the proton spectrum beyond the radiation-belt maximum. It is also shown that the radiation-belt proton spectrum is in quantitative agreement with the proton spectrum in the plasma sheet.
