The Coulomb relaxation of fine structure in photoelectron spectra is studied and the scope of applicability of the Landau collision integral is determined. It is shown that in using the Landau collision integral an upper cut-off of large scattering angles is required, which reduces the Coulomb logarithm value by 20-22 percent. The decrease of the logarithm is comparable in magnitude to the effect of polarization losses. An analytic solution to the kinetic equation for spectrum fine structure is obtained and the effect of this mechanism in electron-temperature diagnostics is discussed.
