The problem of determining the optimum process for trajectory measurements is examined in the case where there are limits on the visibility of a satellite. An algorithm for choosing optimum measurement processes is outlined. Use of this algorithm is demonstrated with a detailed numerical example involving the determination of the orbital parameters of an artificial satellite placed in orbit around Mars.
