This report describes the concept of the lunar satellite and the manned lunar base. In reviewing the satellite system, two possible missions were proposed. Mission Case A is mapping and resource investigation using two-ton-class lunar satellite, and Mission Case B is a landing experiment on the moon using a lunar satellite plus moon landing explorer. These missions will require special devices such as a lunar mapping camera, Synthetic Aperture Radar (SAR), and a laser altimeter. The mode, performance, and characteristics of these devices were analyzed and reviewed for selecting suitable devices to the missions. The system and operation were reviewed on the basis of these data. For a manned lunar base, the following missions were proposed: (1) technical verification of human activity on the moon; (2) verification of environmental control; (3) verification of preparation, extraction and purification of lunar resources; and (4) astronomic and astrophysical observations, and environmental measurement on the moon. The base is roughly separated into two modules, resident and experimental module. The system configuration, distribution of power supply and weight, required function and performance, construction method, operation and safety were reviewed. Robots and an experimental system for lunar operation will be significant to accomplish the mission.
