The one-loop Vilkovisky effective action is obtained in the one-loop approximation for the Einstein quantum gravity with matter in the De Sitter space as well as for the R2-gravity with matter in flat space. It is shown that in the De Sitter space the action obtained includes the imaginary part and this shows the presence of the vacuum instability, in the general case.
