The authors describe a 10 - 12 year oscillation in the stratosphere which can be analyzed locally over four periods. The 10 - 12 year oscillation is statistically well associated with the 11-year cycle during the four cycles for which atmospheric data are available. However, as long as this association has not been explained physically, one are dealing with an oscillation which is part of the internal dynamics of the air-sea system. If so, it was fortuitously in phase with the solar cycle during the recent 35 - 40 years.
