We have carried out a Spitzer survey of AGB stars in the satellite galaxies to the Milky Way. The stars cover a metallicity range down to [Fe/H]=-1. The results show that at sub-solar metallicity, AGB mass-loss is strongly dominated by carbon stars. The mass return from oxygen-rich stars is strongly suppressed at low metallicity. Carbon stars show little dependence of the mass-loss rates on metallicity. This is attributed to the difference in dust formation efficiency.
