A dynamic interpretation of the interaction between a magnetic field stemming from the photosphere and the expanding solar atmosphere is used to model solar coronal streamers which appear stationary on the convective time scale but nonstationary with respect to diffusive processes. The evolutionary model proposed does not rely on extraordinarily low electrical conductivity to obtain reasonable streamer thicknesses. A typical streamer formation based on the convective time scale is reviewed, and a streamer lifetime which is essentially given by the boundary condition of the evolving magnetic field is discussed. Slight differences between stationary models and the evolutionary model are noted; however, these divergences are found not to conflict with radio burst observations.
