The expression for the angle of radio-wave refraction during radio occultation of planetary atmospheres, derived in the present paper does not contain the derivative of the refraction index with respect to height. The expression is written in the form of an expansion in powers of the atmospheric density. A criterion is derived which constitutes the necessary and sufficient conditions for the passage of a beam through the atmosphere above the critical refraction level. The criterion permits the use of the expansion, considering only the first- and second-order terms. A simple method of evaluating second-order terms for planetary tropospheres and upper ionospheres is proposed. The influence of the curvature of the radio beam on the angle of refraction is analyzed.
