Necessary and sufficient conditions for upstream bending of a steady quasi-monochromatic light beam in a transversely moving dispersive medium are established in general terms, independent of any specific model of the dispersive medium. It is shown that Ginzburg's (1970) refractive-index formula for a warm Maxwellian isotropic plasma is valid only in a high-frequency range, which explains why the formula is not expected to satisfy the Kramer-Kroenig relations. The extent to which group velocity gives an accurate direction and velocity of energy flow is discussed, and a simple physical example is used to demonstrate that, contrary to common belief, the direction of the group velocity is, in general, distinct from that of the Poynting vector in moving plasmas. A distinction between group velocity and the 'velocity of a wave packet' is explained.
