The energy spectrum, arrival direction distribution and mass composition of cosmic rays above 1018eV are briefly reviewed to provide a background against which to evaluate techniques for collecting 5000 events per year initiated by cosmic rays above 1019eV. The energy calibration aspect of the spectrum measurement and the possibilities for deriving rudimentary mass composition information at the highest energies are discussed. It is concluded that the giant instruments operated hitherto serve as excellent prototypes for future developments.
