This paper discusses the rationale for placing a telescope on the lunar surface. The technologies required for optical and radio telescopes on the moon are pointed out as well as possible mechanical, structural, and foundation options. Very large aperture optical telescopes are feasible with available materials, optics, and controls technologies which can be exploited with a large instrument on the moon serviced from a lunar base perhaps by the year 2015. Successful designs require close collaboration between astronomers and engineers in resolving critical issues relating to structures, materials, soil mechanics, and foundation engineering.
