A formula for gravitational bremsstrahlung in the case of arbitrary central scattering potentials is given within the quadrupole approximation of Einstein's linearized theory. As an example, Coulomb scattering and its application to a hydrogen plasma are treated exactly. It is found that the thermal gravitational-radiation power of a plasma (arising from the repulsive scattering) is proportional to the square of the density and the temperature and not proportional to the 4th power of the temperature as would be expected in view of the Stefan-Boltzmann law; accordingly the thermal gravitational bremsstrahlung is not automatically in thermodynamic equilibrium with the plasma.
