The author investigates the secular changes in the rotational motion of a planet due to dissipation of energy in its core. He assumes that the effect of a liquid core is equivalent to the operation on a "frozen" planet of special type of nonconservative moment. The orbit of the planet is assumed circular and nonevolving. The author uses the Bogolyubov-Mitropol'skij method to explain the secular effects. In particular, it is established that the inclination of the planet's equator to the orbital plane gradually increases.
