The atmospheric neutrino data taken by the Kamiokande and IMB-3 detectors are analyzed using various models for the fluxes. A translation formula is derived to compare different experiments and/or flux models. It is found that three-neutrino oscillations can explain both results consistently. If one neutrino-mass-squared difference dominantly determines the oscillations, it is greater than 1×10-4 eV2 at the 1σ level almost independent of the specific model. From neutrino-induced down-going events at Kamiokande, a more stringent lower bound of 2×10-3 eV2 is obtained at the 1σ level.
